        The industry and university partnership is one of the main driving forces to achieve the goals of the Iran 1404 outlook document. It has a significant effect on the employment of the educated manpower and on the national production and subsequently on the GNI per capita. Since mean years of schooling and expected years of schooling and the GNI per capita are the substantial indices for human development, university and industry partnership is one of the requirements for improvement of human development indices. In this paper, the concept of the human development is tried to be explained. Measuring the human development by utilizing the indices, and also an analytic comparison between Iran and the countries introduced in Iran 1404 outlook document, is performed. The countries under our study in this paper are: the Middle East countries, Middle Asia, Caucasus and neighbor countries. The purpose of this paper is to investigate and evaluate the human development of Islamic Republic of Iran based on the human development report (HDR) in 2011. This report is publishing annually by the United Nations organization. The results show that we are not in a good position in the human development indices and our grade in the observed area is decreasing.         Higher education in Iran has faced with two important challenges after Islamic revolution. Firestone is the historical underdevelopment in quantitative expansion of higher education and the second is rapid population growth, which caused high demand for enhancement of higher education. Of course, other factors such as cultural context and lack of job opportunities for secondary school graduates had also have played important role in demand for providing more places for university applicants. This situation caused the quantitative expansion of higher education to be considered as the first priority of the Ministry of Science, Research and Technology. Foundation of Payame-Nour University (distance learning), private higher education institutions, Islamic Azad University, e-learning courses, evening courses and joint diplomas with International universities were among higher education policies in recent years. As a result students’ population increased from 150,000 in 1978 to 3,500,000 in 2008. In Particular, increase in the post graduate studies, besides human resources development caused a great advancement in the research status of the country. There is no doubt that quantitative expansion of higher education in Iran is one of the most glorious achievements after the revolution, but at the same time along with expansion of students’ population and diversification of higher education systems particular ,in private sector, the quality of higher education should be of main concern for policy makers in this sector. Constitutional accomplishment of Article No. 44 and the growing trend in the privatization companies and government organizations follows this principle, certainly increased competition between these companies and organizations’ that are creating new fields of application for increasing competitive capacity and maintain standards of goods and services. Constitutional accomplishment of Article No. 44, public universities, due to initial state governing backgrounds, being strictly in accordance with the government rules, cannot make their principle contributions to increasing demand by society and industry sectors.         Internship is one of the most effective programs in human development. This program, which is an industrial research project based internship, has proved to be very effective in human resources development and university – industry relations, while many industrial problems were solved with minimal expenses. Khorasan Regional Electricity Company and Ferdowsi University of Mashhad started the internship program since 1382 (2004) with 25 projects in the first year and have completed 165 projects in 6 years. 72 university faculty members cooperated with the program and supervised the projects. 354 students found the opportunity to take part in the program as interns and to experience the industrial research and team work. 162 experts and managers from the industry cooperated with project teams and benefited from the experience of academic team work.         The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies.         In the upstream documents of the country, the issue of responding to scientific and research centers to the demand of industries and organizations has been emphasized; Therefore, the cooperation between the university and industry has become very important. Numerous national measures have been taken in cooperation with the university and industry, which need to be evaluated. Two main goals are pursued; One is to discover the extent to which the goals and functions of the actions taken in the field of university-industry relations have been achieved, and the other is to provide executive solutions to improve the current path and move towards the excellence of university-industry cooperation. In this research, using methods such as library studies, interviews with experts and the focus group, first the measures taken in the field of cooperation between the university and the statistics industry and then by surveying experts, the effectiveness of each measure in terms of each criterion and The rate of fulfillment of each criterion was calculated in terms of measures taken and analyzed using statistical mean method.         This article was done with the aim of providing a model for the development of entrepreneurship in the university and more communication between the industry and the university. In terms of purpose, this research is applied-development and its method is mixed (qualitative-quantitative). In this research, in the qualitative part, it is based on an interpretive paradigm and a foundational data method (grand theory). Among the different approaches of theorizing the foundation, the systematic approach of Strauss and Corbin was used based on the needs and research process. In the coding steps section, it was done in three steps. Then all these titles were listed in a table.In the quantitative part, 384 questionnaires were randomly distributed among the statistical sample. To determine the validity of the questionnaire in the qualitative part of the review technique of the researcher members, the version of the codes and the research model was provided to a number of professors, and the reliability of the questionnaire using Cronbach's alpha method was /70. Obtained. The results were surveyed on the factors and indicators related to the development of entrepreneurship in the university.         New technologies can transform the agricultural industry as well as any other industry. The final goal of the research is to identify and stratify the factors affecting the development of emerging technologies in agriculture with a supply chain approach. The research method is mixed and initially, the components of emerging technologies in agriculture are identified through literature and semi-structured interviews with experts. Interviews were coded with three methods of open, central and selective coding, and finally 34 components and 182 indicators were identified based on central coding and in the quantitative part a structural-interpretive model to present the model of emerging technologies in agriculture using ISM according to the opinions of 15 people. It was created by the experts of Tarbiat Modares University. After that, to identify the position of the identified components, it was determined using MICMAC based on influence and dependence. The obtained results of emerging technologies in agriculture are formed in six levels including the central category, contextual factors, causal conditions, intervening conditions, strategies and finally, consequences. The findings of the research show that by using interpretive structural modeling, the location of various factors in the dispersion map of the variables was analyzed, from which the position of the key variables can be recognized.         Today, issues such as population growth and climate change have greatly affected societies in the optimal use of natural resources while maintaining and improving the quality of life. Meanwhile, infrastructures are at the heart of this challenge. In such conditions, building infrastructure facilities and improving the quality of existing infrastructures is a critical issue, and Iran is not exempt from these conditions. In this regard, it is necessary to find ways to minimize the negative effects of development on the environment and affected communities. Sustainability rating and evaluation systems can play an important role in moving towards sustainability. Therefore, the current research aims to respond to the need to extend the life span and improve the performance quality of the infrastructure in Iran, and has sought to evaluate the infrastructure of the inter-city transportation sector from the perspective of sustainability. The evaluation is based on the Envision evaluation system for the projects of the Khorasan Razavi Department of Roads and Urban Development. The collected data were analyzed using SPSS. According to the results, 5 indicators of quality of life, project management, resource allocation, natural environment and climate and resilience are important. The analysis of the obtained data showed that among the 14 sub-indicators of the evaluation system, for the projects of the General Administration of Roads and Urbanization of Khorasan Razavi, the sub-indicators of economy and society have the most impact and the sub-indicator of pollutants have the least impact.
